The Forced Outage Data Working Group (FODWG) was created in April 2005 to address KEMA's recommendations resulting from its review of the methodology and assumptions used in the 2004 minimum reserve level calculations.
The working group engaged ROAM to:
- collect detailed forced outage data from participants; and
- undertake a statistical analysis of the data to identify any issues with data quality, provide proposals regarding how these issues should be resolved and review NEMMCO's methodology for the calculation of forced outage statistics.
As a result of ROAM's review, and its own considerations, the working group has drafted a report aimed at providing a framework for future forced outage data collections. This work has been completed and a final report is now available.
NEMMCO will consider the recommendations in the FODWG report with a view to incorporating the recommendations when collecting forced outage data for generators and using this data in market simulation studies.
The FODWG report recommends NEMMCO collect detailed full and partial outage data on an individual unit basis. This will require collecting significantly more data from generators, than NEMMCO has previously collected. NEMMCO will therefore need to establish processes and tools to efficiently process this increased volume of data.
As part of their consultancy, ROAM collected data to the required level of detail from a wide range of generators. This data was collected in mid 2005. NEMMCO has engaged ROAM to process the collected data to produce outage statistics that can be used in market simulation studies. This revised data was used in the review of minimum reserve levels in 2006 and the 2006 ANTS.
As part of the FODWG’s activities a Guidebook for Forced Outage Data Recording was developed. The Guidebook provides generators with a list of definitions and assumptions assumed by NEMMCO when modelling forced outage rates in reliability and other market simulation related studies. The guidebook also contains a series of examples to aid generators when reporting forced outage events.
The FODWG and NEMMCO expect that if NEM generators adopt the definitions within the guidebook this will result in a more accurate and consistent forced outage rate data set. Therefore in an effort to improve the quality of the data collected from the generators the FODWG and NEMMCO request that generators use this guidebook when reporting forced outage behaviour of their plant. A copy of the guidebook is available below.
NEMMCO intends to refresh the collected data by asking all generators to submit detailed outage data. This collection process is undertaken annually.
NEMMCO intends to continue to work with the FODWG and the NGF to:
- identify tools and techniques for validating outage data collected from generators; and
- encourage the provision of consistent and accurate outage data by all generators.
