In February 2008, the Information Exchange Committee (IEC) and Retail Market Executive Committee (RMEC) reviewed draft Retailer of Last Resort (RoLR) guidelines, prepared by NEMMCO with assistance from a subgroup of the Business Process and Data Reference Group (PDRG), and the B2B Procedures Reference Group (BPRG).
The draft guidelines were developed to assist National Electricity Market (NEM) participants prepare business processes for a possible RoLR event. Development of the draft guidelines also took into consideration recent work by the Essential Services Commission (Victoria) and learnings from the RoLR event that occurred during June 2007.
The IEC and RMEC have requested NEMMCO develop procedures for consultation based on these draft guidelines, taking into consideration any relevant policy developments (for example work being undertaken by the Ministerial Council on Energy (MCE) Retail Policy Working Group). In the interim, the IEC and RMEC recommend that NEM participants adopt the draft RoLR guidelines informally and that, if a RoLR event occurs prior to finalisation of the RoLR procedures, participants use their best endeavours to follow the draft guidelines.
