This notice is provided to inform all Local Retailers, Market Customers, Distribution Network Service Providers and Metering Providers of NEMMCO's B2B decision to approve the recommendation of the Information Exchange Committee (IEC) in relation to B2B Procedures Version 1.4.
The IEC recommends changes to B2B Procedure: Service Order Process' to allow for new timing obligations with respect to re-energisation service orders in the Queensland jurisdiction, as specified in the Queensland Industry Code . The changes were made in Section 3.3.5 of the Service Order Process and are of a minor/procedural nature. The other B2B Procedures are unchanged other than updates to their version number and change history.
The IEC provided its recommendation to NEMMCO on 14 June 2007 and, in accordance with clause 7.2A.3(k) of the National Electricity Rules (the Rules), NEMMCO has approved the recommendation as follows:
Under Clause 7.2A.4(m) of the Rules, the B2B Procedures are amended to include Version 1.4 of the following:
- B2B Procedures - Customer and Site Details Notification Process Version 1.4
- B2B Procedures - Meter Data Process Version 1.4
- B2B Procedures - Service Order Process Version 1.4
- B2B Procedures -Technical Delivery Specification Version 1.4
- B2B Procedures -Technical Guidelines for B2B Procedures Version 1.4
In making its B2B Decision, NEMMCO has considered the requirements of clause 7.2A.3(k) and concluded that:
- the IEC sought to achieve the B2B Objective and had regard for the B2B Principles in-so-much that the amendments to the B2B Procedures affected the B2B Objective and B2B Principles
- the IEC recommendation does not conflict with Market Settlement and Transfer Solution Procedures
- the IEC is not required to follow the Rules consultation procedures for this release of the B2B Procedures
This release of the B2B Procedures is made in accordance with clause 7.2A.4 (m) of the Rules. This clause provides that the IEC may make changes of a minor or procedural nature to the B2B Procedures without the need to consult under the Rules consultation procedures.
Pursuant to clause 7.2A.4(e) of the Rules Version 1.4 of the B2B Procedures commenced on 30 July 2007.
