Non-Scheduled Reserve Trader Consultation

On the 5th of December 2002, NECA gazetted a "safety net and reserve contracting" derogation of NEC clause 3.9.3(c) that was aimed at widening the scope of existing reserve trader provisions to allow NEMMCO to enter into reserve contracts with non-scheduled generators and loads. Under these Code derogations NEMMCO was required to develop, in accordance with Code Consultation Procedures:

  • A methodology for the activation of non-scheduled reserve trader contracts;
  • An intervention pricing methodology for periods during which non-scheduled reserve trader contracts have been activated; and
  • Measures to ensure that loads and generators contracted are not otherwise encumbered.

This consultation determination report addresses these requirements.
