NEMMCO is conducting a consultation to assist and inform NEMMCO in its review of Network Support and Control Services in the NEM (“the NSCS Review”).
This consultation is being conducted under clause 3.1.4(a1)(4) of the National Electricity Rules in accordance with the Rules consultation requirements detailed in clause 8.9 of the Rules.
NEMMCO released a "NSCS Review – Issues and Options Discussion Paper" (Discussion Paper) on Tuesday 29 July 2008 for First Stage of Rules consultation.
Submissions closed on Tuesday 9 September 2008 and six submissions were received. There were no requests for meetings.
NEMMCO considered these submissions and released the “NSCS Review – Draft Determination Report” (Draft Determination) on Tuesday 25 November 2008.
NEMMCO is now conducting a Second Stage of Rules Consultation on this Draft Determination.
Submissions in response to the Notice of Second Stage of Rules Consultation should reach NEMMCO by 5:00pm on 16th February 2009, as notified in NEMMCO Communication 3187 on 24th December 2008. This date is a 2 week extension of the date originally notified on 25th November 2008.
NEMMCO will then consider submissions and release a Final Determination Report in March 2009.

Background
Network Control Ancillary Services (NCAS) are transmission network services procured by NEMMCO that are critical to the maintenance of secure and reliable operation of the power system, by providing the capability to:
- Maintain the transmission network within its current, voltage or stability limits following a credible contingency event; and
- Enhance the net value of spot market trading by increasing transmission network power transfer capability within those limits.
NEMMCO is required under Clause 3.1.4(a1)(4) of the National Electricity Rules to conduct a review into the provision of NCAS, or NSCS in general (“the NSCS Review”), in consultation with Registered Participants, Intending Participants and interested parties and in accordance with Rules Consultation procedures.
Objectives of the Review
The objectives of the NSCS review are:
- To identify and address issues surrounding the current arrangements for the procurement and delivery of NSCS by TNSPs and NEMMCO; and
- To identify, evaluate and make recommendations on potential alternative arrangements for the more efficient procurement and delivery of NSCS, in accordance with the Rule obligation
