On 30 July 2008, after conduction a consultation, NEMMCO published a Determination and Report on the development of the:
- Causer Pays Process
NEMMCO issued the Draft Determination and Report on 07 May 2008, together with an updated version of the causer pays procedure.
One submission was received on this matter. All non-confidential submissions have been published on the NEMMCO web site.
There were no requests for meetings.
NEMMCO has considered the issues raised in the submissions and has now produced a Final Determination and Report.
The Final Determination and Report is now available to all Consulted Persons for their consideration.

Background
NEMMCO has published a Causer Pays Procedure in accordance with Rule 3.15.6A(k). A number of amendments are now required to the Procedure as a result of the following:
- National Electricity Amendment (Cost Recovery of Localised Regulation Services) Rule 2007 No.5;
- Implementing decisions 13a and 23 of the “FCAS Review Final Report”, NEMMCO, July 2007;
- Incorporation of 5-minute dispatch targets for non-scheduled generating units and loads, where applicable; and
- Implementing Rule changes following the AEMC’s final determination on NEMMCO’s Rule Change Request entitled “Central Dispatch and Integration of Wind and Other Intermittent Generation”.
NEMMCO has previously amended the Causer Pays Procedure in accordance with the Rules consultation procedure and the current version is available here:
