On the 28 February 2008 at 05:43 hrs, at Armidale 330kV substation the disconnector 8E3 failed, causing a red phase to earth fault. This resulted in the tripping of the 330kV bus section 5 and the Armidale - Tamworth (85) line, Armidale - Dumaresq (8E) line, No. 6 transformer as well as off-loading Armidale - Coffs Harbour (87) line. The Directlink opened at Mullumbimby at the same time. No load was interrupted.
Approximately 16 seconds after the initial fault, Armidale - Dumaresq (8C) line tripped separating Queensland transmission network from the rest of the power system.
This report has been prepared under clause 4.8.15 of the Rules to assess the adequacy of the provision and response of facilities and services and the appropriateness of actions taken to restore or maintain power system security.
This report is largely based upon information provided by all the regional Transmission Network Service Providers (TNSPs) and the relevant market participants.
The complete report consists of two volumes. The Volume 1 covers all the operational information on the incident where as the Volume 2 covers the detailed information on the assessment of FCAS performance during the frequency recovery immediately following the incident.
