High Energy Prices in South Australia, Victoria and Tasmania : 16 November 2007

This report has been prepared to advise the reasons that led to the high energy prices in South Australia, Victoria and Tasmania on the afternoon of Friday, 16 November 2007 when South Australia, Victoria and Tasmania energy prices reached peaks of $1,688/MWh, $972.63/MWh and $453.54/MWh for the three regions respectively.

The temperatures in South Australia (max of 36.6oC) and Victoria (max of 30.5oC) were high on 16 November 2007, resulting in high demands in both regions (max of 2542MW and 7549MW respectively).

The transfer capability on the Vic-Snowy interconnector was reduced to manage the planned outage of the Wagga to Yanco (994) transmission line. The Wagga to Uranquinty 132kV line (9R2) was already out of service for all of November. The constraint equation that optimises the Vic-Snowy interconnector flow was invoked, together with switching the X5 (Darlington Point to Buronga 220kV line) tripping scheme to non-automatic mode and invoking the relevant constraint for the outage of X5 scheme, when the local loads at the Darlington Pt increased.
