On the morning of May 23 2006, the energy and Frequency Control Ancillary Service (FCAS) prices in Tasmania and energy prices in Victoria and South Australia increased significantly. This incident consists of four sub-events:
- High energy and raise FCAS service prices in Tasmania between 7.20 am to 7.55 am due to a shortage of local supply in Tasmania to meet the combined energy and Raise FCAS requirements while Basslink was exporting power from Tasmania to Victoria.
- A power system event where some Tasmanian generators tripped out of service together with under-frequency load shedding between 7.55am and 8.00 am. (See separate Power System Event Report)
- Progressive restoration of Tasmanian load between 8.15 am to 8.25 am with support from directed Basslink flow from Victoria to Tasmania.
- High energy prices in South Australia and Victoria between 8.25 am to 8.35 am.
To maintain the security of the power system in Tasmania and ensure sufficient local FCAS capability, NEMMCO issued a direction to the local Market Network Service Provider, National Grid Australia at 07:50 hrs. The direction was cancelled at 09:20 hrs. (See separate Direction Report)
