Matter Under Consultation
The matter under consultation is identified in clause 7.3.4 (j) of the Rules. This clause provides:
NEMMCO must develop and publish in accordance with the Rules consultation procedures, guidelines for the financially responsible Market Participant to consider in managing the alteration of a metering installation where one or more devices are to be replaced (‘meter churn guidelines’).
The objectives of the consultation are to:
- Provide Consulted Persons with the opportunity to be involved in the development of Meter Churn Guidelines.
- Ensure that Consulted Persons are properly informed about the proposed and the final outcome.

Background to matter under consultation
As part of the AEMC consultation and determination of the National Electricity Rules, ‘the Rules’, in November 2006, clause 7.3.4 (j) was included which requires NEMMCO to develop and publish in accordance with Rules consultation procedures, guidelines for the financially responsible Market Participant to consider in managing the alteration of a metering installations where one or more devices are to be replaced (‘meter churn guidelines’).
List of Submissions Received
NEMMCO received one submission in response to the Notice of Second Stage of Rules Consultation on the Meter Churn Guidelines.

All of these submissions were published on NEMMCO’s website on the same date that this Final Determination was released.
Appendix 1 details, for each Consulted Persons, each issue raised and, for issues NEMMCO has classified as non-material, NEMMCO’s response.
Appendix 1 discusses all issues classified as material, together with a consideration of each of those issues. The discussion of each issue in this section includes a list of which Consulted Persons raised the issue.
Meetings & Forums
There were no requests for meetings and no forums were held.
Decision
NEMMCO determines that, in NEMMCO’s opinion, the consultation conducted by NEMMCO:
- under Clause 7.3.4(j) of the Rules requiring NEMMCO to develop and publish guidelines for the financially responsible Market Participant to consider in managing meter churn,
- in accordance with the Rules consultation requirements detailed in clause 8.9 of the Rules
has satisfied the objectives for this consultation as presented in section 1. The Meter Churn Guidelines published with this final determination has addressed all issues received throughout the consultation process.
